STRATEGIC PLANNING AS A TECHNOLOGY OF SOCIAL MANAGEMENT OF A CITY
Abstract
The article describes the strategic planning mechanism and value as a technology of social management of a city. It is proved that the use of strategic planning practices by regional and local authorities encourages finding new ways for managing economic and social processes, achieving consensus among different social groups and stakeholders, solving existing contradictions. Also strategic planning can be the essential part of the set of basic factors, forming the quality of a system of social management of a city. The article determines necessary elements of the strategic planning process and develops its particular features as a technology of coordination of different city management subjects — representatives of local authorities, public and business organizations, citizens.
