Режимные сравнения как социальные технологии Smart Governance

В статье предлагается подход к Smart Governance как новому этапу государственного управления, при котором внедренные в рамках Public Administration принципы регулируемости, открытости и прозрачности управления усиливаются возможностями цифровой экономики, мониторингом и компьютерной обработкой информации. Аналитика во всей совокупности своих направлений становится способом контроля и методом совершенствования управления. Одним из направлений аналитики авторами статьи предлагается рассматривать режимную теорию, а точнее, режимные сравнения. Эта технология сравнительной оценки государств и регионов достаточно распространена в зарубежной науке, но редко применяется российскими учеными. Суть ее заключается в оценке, выявлении общих черт и отличий характеристик системы управления. В статье актуализирован подход к режимным сравнениям в оценивании деятельности государств: названы его отличия, направления оценивания и преимущества в использовании. Когнитивный потенциал метода раскрывается и конкретизируется на частном примере — оценке этических режимов. В статье называются десять критериев мировой практики их оценивания. На основании проведенного авторами мониторинга данных по сайтам выявлено наличие этических комиссий в органах власти и управления РФ, дается информация об уровне публичности их работы, оцениваются данные протоколов заседаний одной из комиссий за период с 2013 по 2017 г. Анализ протоколов позволил выделить три тренда в их оценивании. Первый — инициирующее обсуждение лицо: жалобы населения, чиновники, представители комитетов, члены комиссии по оценке собранных личных данных. Второй — обсуждаемые вопросы. Третий — принятые решения. Итоговое заключение — комиссии стали положительным сдвигом во внедрении Smart Governance, они актуализировали феномен конфликта интересов в данном учреждении, разработали процедуры правильного поведения.
